WHAT:  Day On The Hill 2019 (NAIFA/WAHU)

WHEN:  January  2020, 8:45 am to 11:45 am (registration at 8:00am, please schedule your legislator meetings for the afternoon)

WHERE:  Double Tree Hotel by Hilton, Olympia WA 

Never before has there been such a need for lawmakers (both federal and state) to hear from us about the invaluable services we provide to their constituents, our clients.  This event is held for you to meet with them; the State Representatives and Senators in your district.  It is your opportunity to shake hands with these elected officials in their Olympia legislative offices and make sure they know you and learn how to call upon you when they are faced with important decisions about this great industry.

We need your voice and your participation! Book your legislative meetings! 

Following the morning session (details below) you will have the opportunity to meet with your legislators.  If you do not know who your elected officials are you can find your state legislators and their contact information here.  If you have never setup a meeting with your legislator or need material or information on how to conduct a legislator meeting the NAIFA Association Political Involvement Committee (APIC) has a list of resources available online.

John W. Mangan

Regional Vice President

American Council of Life Insurers (ACLI)


John Mangan joined the ACLI in 2002 and serves as Regional Vice President, State Relations. He is responsible for state legislative and regulatory affairs in the states of California, Idaho, Nevada, Oregon Washington. John also leads the ACLI’s state advocacy team on the issues of state-run retirement plans, fiduciary proposals, and genetic testing legislation.


John has recently spoken on the topic of retirement security before the National Association of Insurance Commissioners (NAIC), the New Mexico State Legislature, the Association of California Life and Health Insurance Companies (ACLHIC), the State Government Affairs Council (SGAC), BNY Mellon, the Women’s Institute for a Secure Retirement (WISER), the National Conference of State Legislators (NCSL), and the Life Insurance Marketing and Research Association (LIMRA).


Prior to joining ACLI, John spent 18 years with Standard Insurance Company of Portland, OR, where he served as director of group insurance compliance and later led the company’s public affairs, lobbying and communications efforts for nearly a decade. From 1993 to 2000, John chaired the Oregon Life & Health Insurance Guaranty Association.


John has helped craft legislation ranging from genetic testing privacy protections and early life insurance payouts for AIDS victims, to senior financial protections and an overhaul of Oregon’s insurance tax law.


A proud native of Walla Walla, Washington, John earned his B.A. magna cum laude from the University of Notre Dame and his M.A. from Columbia University in New York. 

Meg L. Jones  | Executive Director



Helping families afford health care has been the heartbeat of Meg’s professional life.  She learned about health law defending physicians, nurses, and hospitals, about health coverage working as in-house counsel for a regional health system and a Fortune-6 carrier, and about healthcare, coverage, and insurance public policy through public service with the Governor’s office, the Insurance Commissioner, and Washington State Senate Committee Services.  Still learning, she is honored to serve the Association of Washington Healthcare Plans as Executive Director. 


Georgetown University and Seattle University provided Meg’s formal education. She earned a B.A. with honors, with distinction in history, and her law degree.  She is a member of Phi Alpha Theta, and the Order of Barristers, and was an associate editor of the law review while in law school.  Meg and the youngest of her four children make their home in Olympia, Washington.  

Mark Rose

As Consultant and Director of Health Care Reform & Compliance, Mark Rose is passionate about his clients and the services The Partners Group provides.

He focuses on the health care, education and political sub division sectors, using his decades of experience to provide unparalleled employee benefits consulting, wellness plan design and employee engagement, legislative compliance and planning, collective bargaining support, and more.

Mark is the governor-appointed director for Washington State Insurance Pool, committee chair for Pre-Existing Conditions Insurance Plan, Washington state legislative chair for the National Association of Health Underwriters and an advisory board member for Regence Blue Shield of Washington. He is involved in a number of non-profit and community organizations, including Families Like Ours and Treehouse for Kids. Mark is an avid cyclist.

Clay Hill

Government Affairs Director

Clay Hill is AWB’s director of governmental affairs on tax and fiscal policy. He joined AWB in January of 2018.

Hill served as policy analyst for the House Republican Caucus, specializing in tax policy issues, from 2013 to 2017. In addition to tax policy, he has provided policy analysis for members of the Technology & Economic Development Committee and served as staff for several other committees. 


Hill joined the House Republican Caucus following experience as a deputy prosecutor in Okanogan County. He also worked as a civil litigation attorney in King County and served as a legal counsel for the Building Industry Association of Washington. He began his career as a criminal defense attorney in Wenatchee. Hill received both his law degree and undergraduate degree from Willamette University.

Nathan Gorton


Nathan Gorton has been the Government Affairs Director of Washington REALTORS since 2010. Prior to that he worked as a local lobbyist and Executive Officer of the Snohomish County-Camano Association of REALTORS. Nathan is a proud graduate of the University of Washington.
